Born in Prescott, Arizona, Rosenblatt received an A.B. from the University of Arizona in 1958 and a J.D. from the University of Arizona College of Law in 1963. He was an Assistant attorney general of State of Arizona from 1963 to 1966. He was an Administrative assistant to U.S. Rep. Sam Steiger from 1967 to 1972. He was in private practice in Prescott, Arizona from 1971 to 1973. He was a Presiding judge, Yavapai County Superior Court, Division One from 1973 to 1984.
Rosenblatt was a federal judge on the United States District Court for the District of Arizona. Rosenblatt was nominated by President Ronald Reagan on May 15, 1984, to a seat vacated by William P. Copple. He was confirmed by the United States Senate on June 8, 1984, and received his commission on June 11, 1984. He assumed senior status on October 30, 2003.
